    Delegate Ellington moves to amend the bill on page two, subsection (c), line thirteen, following the words “International Fuel Tax Agreement”, by changing the period to a colon and inserting the words “Provided, That the maximum allowable interest rate for delinquent taxes shall be twelve percent.”
